- Building the capacity of the Ministry of Information Society to play the role of policy-maker and coordinator for e-government development in Macedonia.
Achievements/Impact
By introducing transparency and efficiency in important government to business (G2B) services, the administrative burden of companies has been significantly reduced. To date, nearly 950 transporting companies have submitted their applications for international transport licenses electronically. More than 5500 companies of all sizes have electronically filed their taxes. Even though the businesses are not mandated to use the EXIM system, 521 companies use it regularly and 85% of all applications for export import licenses in FY 2010 were submitted on-line.
The automated system for applications and testing of civil servants has increased public confidence in the hiring process. Ninety-three percent of applicants submit their applications online. The Apply-Online application received Editor’s Choice of the Week at the European Union e-government portal www.epractice.eu.
The e-procurement system has enabled electronic auctions through which the government seeks the lowest price for goods and services. In 2010, e-auctions saved the government over $4.3 million.
The e-gov services developed by USAID gained significant recognition by the Macedonian ICT Chamber. EXIM was awarded first place, and e-procurement second place in the competition for best public sector application.
Sustainability/Legacy
Ten e-government applications have been fully developed and operating in the recipient institutions, and the Government of Macedonia (GOM) has designated some as mandatory. In addition, the GOM has made matching investments in hardware upgrades and maintenance for the Project’s applications that significantly exceed the funds spent for their development. The business community prefers to obtain government services electronically rather than in direct interactions, and successful demonstration of the benefits of applications has created a demand for further e-government development. The National e-Government Strategy, prepared by the Ministry of Information Society has been adopted by the GoM. To support the implementation of the strategy, the e-Gov project has trained 33 government officials in Project Management, prepared a comprehensive e-Government Handbook and participated in preparation of relevant bylaws.
