Objectives
Contribute toward increasing the standard of living in collective housing units in Macedonia through a set of demonstration projects on energy efficiency improvements that significantly decrease energy consumption and operating cost.
Components
Develop and test market-based solutions for energy efficient reconstruction in collective housing units : with a key focus on financing mechanisms that will be suitable for low-income housing improvements. The Project will select 30 collective housing units which will apply energy efficiency measures based on the findings of energy audits.
Improve management of collective housing units in Macedonia : through training and capacity building of Tenants’ Associations in the selected buildings and dissemination of information.
Facilitate investment, entrepreneurship and job creation on Energy Efficiency (EE) : working with construction companies on the actual refurbishments and promoting energy efficiency, and with engineering companies on developing residential energy services. Both types of companies will provide internship opportunities to vocational high-school graduates and youth interested in pursuing careers in the field of energy efficiency.
Foster a broad-based societal platform that affirms production and consumption of clean energy and advocates for efficient and targeted state involvement in the housing sector : To facilitate discussion and share knowledge and experience, the project will create an Advisory Group that will incorporate all available knowledge, resources and authorities in the sphere of residential EE. This will include representatives of national authorities such as the Ministry of Economy, Ministry of Labor and Social Policy, municipalities, utility companies, construction firms, energy companies, and business and professional associations.
Expected Results/Impact
• Energy efficiency measures in 30 collective housing units in 7 Municipalities applied;
• Capacity of Tenants Associations to effectively manage and maintain collective housing units improved;
• Financing models of energy efficient reconstructions developed and tested;
• Energy Efficiency Revolving Fund established;
• Creation of “green jobs” in the energy and construction sector promoted;
• Civic-based platform to advocate for advancement of policies and awareness on clean energy established.
